Yes but, most motherbored ussaly have a limit to the MAX RAM too, at least they alawys give a max on the box.

Yes. it's usually a memory controller limitation of 4GB per socket for consumer boards and 8GB for light-duty server boards

would those programs even use 3.5GB of ram??

really, i've seen 1 or 2 8gb boards, but how in the heck would u ever use that much ram? playing HL2 while burning a dvd and editing a photo while working in cad? idk if anybody could do that at the same time....ohwell, remember when the question "who would ever need more then 64k of ram" was asked?

1. Fire-up Premier
2. Fire up After Effects
3. Process 2hours raw footage in Premier
4. Assuming a fullcolor scene, apply something like the "leave color" filter in AE and port it to Premier
5. Observe your memory go to crap

Alternatively you can fire up a 40M polygon scene in 3DSMAX and render away
