motherboard cpu fan spins for one sec

i have a pcchips p4 fsb 533 motherboard with 2.0 gig processor board number is M909G; Socket 478 uATX m/b...my problem is with a power supply that i know works on another emachines board wont power this board. when the power button is pushed the cpu fan comes on for a second but no power or flicker from the screen. i have built computers in the past and have never seen this problem. The power supply i am using doesn't have the atx part is that my problem? i dont know anything about the board when i got it, it was in the orginial box.
 
You must of not built too many computers because this is quite a common problem...plus you're specs are quite...eh, well never mind.

My first thought is a bad ground... This problem usually results from screwing the motherboard directly to the case or something bad like that. I'd suggest making sure the standoff's are correctly set first. Then, start removing some hardware. See if the machine will do anything without any extra cards, one stick of RAM, etc etc...
 
Ahh i had this problem not so long ago .. Its ur power supply .. most lykly. Do you hav any LED fans or somthing? and if u do , Wen u press the switch to turn on the computer .. evrything blinks for lyk a second then turns off right?

If So then its def ur power supply.. som1 has been increasing theyre voltage! well ok i did and thats how it happend.

ok i will try the power supply first, i have a couple different power supply's i can try. You are excatly right though on the led fan thing...when i press the switch to turn it on, it only comes only for a sec or long enough to power the leds and fan then right back off
 
Could be PSU but most likely band ground. If you have the case off the ground try setting on ground and see if it will turn on. This helps sometimes to see if you did not ground Mobo correctly.

You need the ATX part to power the motherboard
 
Thanks for all your help, I replaced the power supply from 95w psu, to 160w psu with atx power supply and the board boots up. thanks again
 
lol a 95W, obviously that was the problem. 160w is still puny. This must be your first try if you tried to power a P4 with a 95W PSU. oh well glad u got it figured out.
