Motherboard Fan Speeds

I have 4 fans currently plugged into my motherboard, but they are fairly loud. It seems like in the BIOS I can just set "smart fan" settings which increase the fan speed if temperatures get above a set limit, but that's not enough.

I tried SpeedFan, and it lists 4 fans but constantly says they are at 50% and the program doesn't seem to change the speeds at all.

Is there any other program I might try? I have an EVGA x58 motherboard.

The fans need to have 4 pin adaptors to be controlled by the motherboard. If they don't then look into getting a fan controller.
