Motherboard Fault?

Ok, so I built my friend a PC today. I got everything and it booted up, but there was no video signal to the monitor. I tried a different graphics card, one which I know works, and the same thing happened. I have come to the conclusion that the mobo was DOA, and im having him RMA it. Just seeing if you think this is the right decision, since I have had this happen on my own PC once and the motherboard was the issue.
 
does the motherboard have onboard graphics? try it in that if so...
also, check your harddrive IDE cable is the right way around, an upside down IDE causes system hang at bootup and can result in no visual output.
if youre using SATA however, i dont know what else it could be apart from the mobo or ram like lhuser said.
 
did you try the RAM in another
pc?

and if you have more than 1 memory module, try them one at a time using all the slots. do this for each module.
 
Try Ram in different Slots. No use jumping to DOA if it actually works, Recheck every cable is plugged in correctly, and make sure there is nothin blockin the pins (one time the MANUFACTORER left some paper on 1 side of the slot for PCI-E slot) AND check u actually have power too everythin
