Motherboard help

I PUT TOGETHER A SYSTEM OUT OF SOME SPARE PARTS I HAD LYING AROUND and it will power up for a second then will shut off ive already tested the psu and ram on other sytems and they both work could my motherboard be toast? or could it be the cpu? asus m2n-E athlon 64 single core and the motherboard light does come on and stay on

If mobo hardware is broken, fixing it would cost more than just buying a new one. You don't have the diagnostic tools, so I would say don't try too hard finding the problem.
