Motherboard Issue

All right so I have a ECS A780GM-A AM2 motherboard and the last one I had fried for some unknown reason.
I just got me new one plugged in the 4 pin and 24 pin on the PSU put in the power switch and nothing.

The PSU is getting power (lights flicker in the room) but the motherboard isn't booting up at all.

I used a spare 430w PSU I have that I know works but it also doesn't wanna boot it up.

Did this damn board come DOA or is there something I am forgetting?
 
Have you confirmed the front pannel is connected correctly and that the switch is good? You could try powering the machine using the reset button instead of the power button, or using something to short the jumpers out (screw driver, perhaps)
 
I tried the PW switch that came with the case AND a old emachine one I yanked out when I threw the case away. Neither powered up.

I also checked the 450w PSU and it works perfectly in another PC.
 
I do have one question I got the new board today but I wanted to do a format for a fresh install but for some reason the disc isn't working. I tried F like all my formats prior and it won't boot the XP disc.

When I boot back to desktop it sees the disc and I can open/explore it.

The manual doesn't tell me anything except to "read your OS manual" on the subject anyone know what I need to do? Google was no help sadly.


Also the motherboard when I turn the PC off...turns back on and makes me turn it off manually not sure what is doing it but kind of annoying.
