Motherboard issue??

After not using my computer for about a week I decided to turn it on. After pluging in the PSU and flicking the on switch a high pitched scream was comming with out the computer turned on, so im farily certian that something was wrong with the psu. I then proceded to try a diffrent psu, this one didnt make any noise but as soon as the computer was pluged in and psu switch on it would boot. I have the Abit AI7 with a POST indicator, it went through the numbers 3, 83, 00. It hung at 00 for a couple seconds and turned off. I then tried to start the computer up by the switched and it didnt work, so the only way I can try to boot at this time is to turn off the psu and back on after all power is gone from the motherboard. Being rather curious and having a nother computer laying around i was trying to pinpoint my error, and was not able to. I tried to take out my ATI Radeon 9800 pro and boot with out my vid card, no change in how it booted. Tried using diffrent ram, still no change. I then tried to use my other computer, with the "working" psu and it was now having similar problems. Any help would be GREATLY appreciated.
Motherboard: Abit Ai7
PSU: Thermaltake Xaser 410w, Raidmax 400w
Mem Corsair value ram (2x512 was dual channeled)
CPU: Intel P4 3.0
Vid: ATI Radeon 9800 Pro
HDD: couple segates and western digitals

Without finding a problem with the connections or board itself on either system I would say you have two bad supplies there(Get and Antec, Enermax, some better brand). For a supply problem you wouldn't pull out memory or video card. You would go over all connections to the board to see that nothing was unplugged or plugged in the wrong way. With the same problem seen on two boards you are looking at two bad supplies.
 
You can easily find some good models in the 450 to 500w range that should work out quite well. On the newer supplies you will see a 24pin main connector but don't panic. Since your model board uses a 20pin you can slide off a detachable 4pin addon there. Eventually when you go to upgrade all 24 will be needed then. Are you running a gaming system or just everyday web and email use? For gaming you will want to step up to at least a 450w model.
 
I tried a diffrent powersupply, with worse luck. When i tried the new psu it kept rebooting. I'm to the point where i think im going to check for a new motherboard.. Joy!
 
Sorry to hear about that one. At least with a newer supply you have something to go with a new board though. You may want to look at Asus, MSI, or Gigabyte models to replace the Abit. They usually are a little more updated along with offering more features on their boards. For a look at some boards that will run your current memory and video card,
