Motherboard Not Working with PCIE

Hi there, I've had a Biostar G31-M7 and ran it a 1GB NVIDIA for a couple of years without any issues until now.

When I turn my computer from a cold start on it boots for about 3 seconds before suddenly turning off and restarting the process again. It usually takes around a dozen reboots before the computer actually boots properly and from there I can use my computer normally.

The problem seems to revolve around whether the graphics card is in or not, when it's in I have problems and when it’s not it boots up straight away.

Already replaced the PSU, tried a friends graphics card and still having the same issue. I'm guessing I have a faulty motherboard?

Could it be anything else at all before I replace the m'boad? Anything I could remove or tweak?

As I said earlier, already replaced the PSU and test tried another graphics card. What confuses is me is that it eventually does boot up and runs fine.

What was the previous PSU and what is the new one (brand and rating)? I've gotten some that were DOA before, back when I didn't know any better and bought whatever was cheapest.
 
Good news! I have replaced the motherboard and everything works fine, including the graphics card.
