Is it normal that it takes about 35 to 40 seconds before I hear the motherboard beep and see the little light on the screen to turn green?
The fans turn on once i push the power button
Can it be the Psu?480 watts psu not top of the line

Motherboard Name Gigabyte GA-8VT800(-L)

CPU Intel Pentium 4 3.20EGHz HT

Hmm, i have an old PC that does this, and the PSU in that isn't too good. Have you got another PSU you could try on it?

Pete.

also check to see if quick/fast POST is enabled, if not it could be why it takes so long

Definitely sounds like extended memory checking :) (or just a really slow chargup display)

Quick note on power supplies:

Don't be afraid to spend good money on a quality PSU. I had a PSU made by real pc power, and learned the hard way that a good price on a PSU does not justify the damage it can cause if it screws up.

I lost a dvd burner and a raptor to that PSU, which turned out to be a POS.

You would be very surprised to find out that these PSU's that "claim" to put out 500-600 watts, actually can produce,... maybe 350 stable watts. Anything cheaply made that says it can put out massive power, usually has inconsistent power output, and can end up damaging your hardware.

I found out I was not the only person who had problems with that PSU, I found a few pages where other people had similar issues. One guy have his catch fire,..completly destroyed his PC. :(

I replaced mine with a powmax, all is well.

how do i check quick/fast POST?
It's a BIOS option, under Power Options menu (something similar)it will have "POST Mode-> Fast Boot/Quick Boot" (again something similar)

480 watts should be plenty of power for a motherboard. My old computer with a psu of 250 watts loads quickly, probably slow because of the mb,

Doesn't sound like a PSU issue
Try to find the default setting in your BIOS and apply it.
Download SiSoft sandra (freeware demo) and make a benchmark of your memory
