Motherboard part, what is it?

I believe that’s a resistor. And to my knowledge it can’t be soldered/unsoldered by hand. But then again replacing individual components on a MoBo isn’t exactly my department so I could be flat out wrong... I wouldn’t count on being able to re-solder it, though.

Unless you’re absolutely sure that’s the part you need to replace, it’d most likely be cheaper and so much more convenient to just buy a new board.
 
+1 I believe those are resistors. I've never tried to unsolder them from a PC motherboard but I have done it to other types of IC cards. If you flip it over there are probably dots where it is soldered to the board. The resistors are color coded to identify the resistance value, tolerance, etc. Just google resistor wiki to figure out the codings. I could be wrong and I'm no EE, but I'd suspect that other stuff on the motherboard tends to go bad before resistors.
 
I think those are resistors...

And method9 is right, resistors are the absolute last thing to go faulty on any type on board. the first thing I'd be looking for is dead or leaking capacitors.
