Mouse Trouble

I have a standard blue laser Microsoft mouse. Every other time I get on the computer my scroll wheel doesn't seem to function properly. Sometimes it will scroll extremely slow and other times the scroll wheel is extremely sensitive. There is not a function on the mouse to alter the scroll speeds, so I am at a loss as to what is causing it and why it changes every time I get on the computer. Thanks in advance.

It's time for a new mouse. That one is burned out and no longer is a mouse it's a rat now.
