yes, i run a avg virus scan, defrager and ccleaner once every week
That's weird. Try running Malwarebytes:

No one virus scanner will catch everything, so that's why there are standalone supplementary scanners like Malwarebytes for if you suspect a virus. If you still don't find a virus, then there are other programs like SuperAntiSpyware, Spybot Search and Destroy, and some others that I don't remember but some other users might mention if necessary. :)

reinstall windows and run all blackviper optimizations.

transfer all vital documents to external storage device.

install avg
then tuneup utilities 2010
then diskeeper

that should fix it after you install firefox again

May be the hard drive going, if none of that works. Maxtor drives had a reputation for being pretty unreliable. One that old can't have a lot of life left in it. :/

Close Firefox. Go Start>All Programs>Mozilla Firefox, click on Mozilla Firefox (safe mode). Same 20 sec?

i got rid of unnecessary plug ins and now it takes 8 seconds to start.
thats good but is their any other way to make it faster.[besides deleting the plug ins i like]

FF usually takes about 10-15 seconds to load on my PC (pretty good hardware), which is one of the many reasons I switched to Chrome. If you want to play with settings not available in the GUI, type ABOUT:CONFIG in the address bar and press Enter. If you're not 100% on what does what, you can always google the entry to have it defined. If you don't know what a specific entry does, you probably shouldn't change the value, as it can cause FF to stop responding altogether. IMHO, 8 seconds is pretty dang fast, for FF. Cheers.

My FF starts up in under 2 seconds...? It's not an issue with Firefox itself.

Chrome does load a bit faster, though...and Opera even faster than that.

+1. It all has to do with hard drive speed. I have a Samsung Spinpoint F3 1tb drive. It has 2x 500gb platters @ 7200rpm, so it loads Firefox and Chrome in under 1 second, after they've already been opened once since the computer has rebooted last ("warmed up" as it's called, I think). It is true, though: Chrome and Opera seem faster than Firefox.

You can also try using an older version of Firefox, or using Google Chrome. Uninstalling/disabling all plugins is also a good way to help speed things up.
Reinstalling windows is far too drastic for something as simple as slow load up time.
Your processor isn't all that great, so I would suggest having a look at what processes are running that are using high percentages of your CPU. Run >> 'Msconfig' >> Startup. Remove any unnecessary programs. Your PC seems pretty old so I'm sure if you haven't cleaned it, there will be a tonne of programs there loading up on startup slowing things down.
Also, firefox can use 100-200mb of RAM when you first open it (depending on what version you have, plugins, etc), if you only have 512mb total, then it could be possible that it's using the pagefile. Use task manager to check how much ram is being used in the Performance tab. If it's maxing out, then you need to purchase more RAM.
