I have 4gb of RAM installed in my system. However, since ever, I have only had 3.12gb of RAM usable, both on 32bit windows and 64bit. This seems much lower than 4gb. My laptop has 3.86gb usable which is better. Why is that the case with the desktop? Is it the motherboard's fault?

Have you ever replaced the RAM? Sometimes, after aging, the ram loses some capacity.

Is it a pre-built desktop? It probably has the .88 GB of RAM reserved for something, like the GPU.
