Multiple Monitor Not Working?

Hi, just bought a 22'' Philips 22PFL4505D/F7 from Amazon and a VGA cable. Running this via my laptop, I was able to get a flicker every few minutes but then the screen would go back to black. It's no longer flickering.

My gfx card is an Intel HD Graphics integrated card...not sure why this isn't working.

The monitor says in Device Manager it is working properly and it's name is Generic non-PnP Monitor if that means anything to y'all.

Ensure your refresh rate on the laptop output is set to the correct refresh rate for the monitor. Try 60Hz and then use the key shortcut to display it on the monitor. Also ensure you have the latest drivers by going here.
