It all depends on what kind of music you want to make/play. Take DJ's for example. There's a lot of programs dedicated to that type of music making. There's also programs dedicated to rock, classical, and any other type of genre.

Instead of going out and buying the best, top of the line product. It's always good to look for demos, or check out video tutorials of different programs that involve music. Just to get a feel for what you would be buying, or downloading for free.

Looking for reviews from real musicians is also a good start.

For instance, I use Fruity Loops.

What are you trying to accomplish? What type of music do you want to make, etc etc.
 
Techno + Fruity Loops can = some really good music. But only if you know how to use it correctly. I suggest trying out the Demo.
 
Indeed, but whatever you end up purchasing, I wholeheartedly agree with the suggestion of downloading Audacity, which, although a free program, is in many ways competitive with more expensive general use programs such as Adobe Audition.
