My bios is doing wired things

When I start up my computer it will access the bios and then just restart a few times. This morning it did it about 15 times before it started loading. The bios also completely ignores the fact that I wanted to access the boot menu, it just did it's own thing and never showed it even though I had pressed F12 more than once. Does anyone know what is going on?
 
The is is completely ignoring me whatever button I push. It either restarts or goes on with loading windows, but disregards any of my actions.

I think it started when I had installed windows vista and windows 7 at the same time, but now I have deleted windows vista and only have windows 7 on it and it hasn't stopped. Also I have a non standard amount of hdds and optical drives built into the computer (2 internal hdds, 1 external hdd, one blu ray drive and two dvd writers), would that have an effect on the booting of the computer? (when I had it built it only had the blu ray and one internal hdd)

Are you using a USB keyboard? Most likely you don't have usb legacy enabled in the bios. You must use a ps/2 type keyboard to change the setting and then you can connect the usb keyboard.
