My Computer Beeps when install Megaspeed ATI Radeon 9600XT

I have just recently bought a new graphics card which is a Megaspeed ATI Radeon 9600XT. But when I install it into my computer (Compaq d530 CMT) and turn the computer on, the comp beeps in lots of 3s and the loading button flashes red. My monitor doesn't turn on, but the fan on the card seems to spin. I bought the card off ebay, he had all positive feedback and no negative feedback, the box was sealed (but that doesn't really mean anything because the sealing was dodgy and the box seemed like it had been tampered with). The card seems like it is in place and I have pushed it all the way in, but it can still move from side to side. I have update the BIOS to the latest version. Do I need a new power supply? Is there any BIOS update for this card? Faulty Card? I have spoken to an assistant at HP Active Chat, but they it might be an incompatibility issue (They didn't really look further into it). :(

first thing that comes to my head is , did you plug in the power to the card , another thing may be check if it is seated properly and last you may not have enough power to power the card

It doesn't need a power rail connected to it, it looks like it is seated properly. The stupid thing with the computer is that HP has made it TOOLESS, so I can't secure the card down properly with a screw. So it is allowed to move around, which I think might be sign that it isn't in properly. But I pushed it all the way down, but the side of the interface might touching the case and preventing it from going any further downwards. So it might be the design of the case preventing it being installed into the socket properly.
 
Yep it's in the agp slot, the comp has an inbuilt card which I have uninstalled its drivers. I have had another card in there (which had a built of dust on it, could dust block the card from fully connecting to the slot) which is a Nvidia MX 440. I have swapped back over to the MX 440 and it works still.
 
last thing i suggest is running on the intergrated card , install the drivers for the 9600xt and re try it , sorry couldn't be more help

LOL...that does not sound like the best thing that you should want to do. This is clearly an issue that has nothing to do with the drivers. I think that your problem may entail a compatibilty issue (Is your AGP slot 4/8x compatible?). I would also check that the BIOS settings are configured properly.

i had the same problem when i installed my new card. all i had to do was disable my old card in the device manager. try that and see how it works.
 
Check the side of the box. 250w on the power supply sounds pretty weak for a card of that caliber. My FX 5700le requires 350w, and it's not as new as that 9600xt.

It doesnt actually require 350W ... nvidia (or whatever the company) suggests you have at least a 350W PSU on the system. You are correct in that the 250W PSU is handsdown not powerful enough to boot up that new video card :)

i also would like to buy a MegaSpeed ATI Radeon 9600XT so i want to ask you if you eventually managed to makeit work; in fact would you recommend me to do the same or megaspeed is megashit?
