My CPU is overheating!

I have a Intel P4 socket 478 3ghz Extreme CPU that is reading 79C 174.2F in the Bios and on a independent program. The fan works and is going over 2,000RPM on it. And it is clean. It's the stock fan. What kind of fan and grease would you guys recommend?
 
Heatsink Compound- Definitely Arctic Silver 5. For heatsinks, whats your budget for a heatsink if your lookin for a new one?
 
Should I purchase the Arctic silver 5 and take off what ever the new heat sink has on it and put the arctic silver 5 on it?

leave the heat sink on it and see what happens and how is responds, if it is good, then leave it, if not, take it off and put the fan on the other heat sink.

I didn't mean to say take off the heat sink I meant the compound on the bottom of it.

Prolly best to take off whatever comes on the heatsink, as its usually a very low quality thermal compoud. As i said i recommend arctic silver 5, its what i use on all my cpu's.
 
Go with something bigger and a bit more expensive. The grease usually comes with the fan. Make sure you get the right socket fan though.
