My HP m7640 is confusing me

I do not understand why, while im installing Company of Heroes when it detects my specs, It FAILS CPU speed check . It's read at 1.0 GHZ and my PC is a 2.6 GHZ. I can play the game anyways, with blazing speed, no lag.

Not a big issue, but can anyone help??

Company of heroes is maybe a year old. I downloaded CPU-z last night and it WAS reading 1002.04 MHZ at idle, but as soon as i fired up a few more programs of higher demand it shot up to 2630.93

So I am guessing it will only use 2.6 GHZ when it's needed.
