my icons is pixelated

my program icons on the right bottom corner near the clock is pixelated.

what cause this?

i had that on my XP system try a restart if that fails post a screen shot and we will go from there

how do i take screenshot? i have paint shop deluxe. i click printscreen button. now i open paint shop deluxe. and now what i do? i cant right lcick to paste.
