Yes, it is considered high speed internet, but there are internet service providers that offer speeds 50x as fast.

Well you said 681, not 6,900, so yes, that is high speed.

Yes. High speed is anything over 128kbps, I think is where it starts, but 3mbps is 25 times faster than the slowest high speed internet. Basically anything but dial-up is high-speed nowadays.

i believe some dsl companies offer 128kb internet lol, but yes thats plenty good i had 3 meg and it was fine but i upgraded to 10meg which is better
