But, I guess if you can't figure anything out, you could try keytweak

First think that popped into my head is that youve got it on British English when it should be American English.

are you sure someone didnt play a prank and switched the 2 buttons and you didnt realize that they were switched because you might not know where all the keys go...its very possible

Control Panel => Regional and Language Options:

Languages tab => Details button:

Settings tab: Installed services section | Add:

Select your desired settings...

Then remove the bold one, and the other one should become your default. You may need to restart...

Start > Settings > Control Panel > Regional and Language Options > Languages > Details and sort it out through there
