I couldn't get to the link there. The problem fan first has to be identified before assuming it's either one on the cpu heat sink or a case fan becoming louder for some reason. That could also be due to the fan coming loose. For cleaning any fan and the case in general you use a can of compressed air commonly seen in the computer accessories in retail stores. Any Walmart, Target, Staples, Compusa, Officemax, etc. including your local chain of retail food chains will have a can named "air duster" for the $3-$4 in their small hardware section.
When going to clean any system you have to use that in short bursts since the can will freeze up fast and air stops for a minute or so. Those come with a thin plastic tube for getting into tight places for blasting dust out. Any pc fan loves to collect dust build up.
