My power supply is not giving power to my vidcard

just got a new vid card and it requires a power supply so i connected it and its not working. and now i try to put it in my old vidcard and that isnt working. the fan is on but the monitor isnt receiving a signal. maybe its not the power supply maybe it is but what can i do to change this
 
So your machine no longer works even with the old video card? Do you get anything? Beeps or whatever?

I'd start out by resetting the CMOS. Sometimes that'll clear things up. If it still doesn't work...I'm not really sure what else to do. I guess be sure you havn't shorted anything out anywhere. You could try another PSU, but I doubt that's the problem.
