As a preface, what motherboard do you have?

Also, what is BIOS reporting your CPU speed at? (the reason i ask is there may be throttling at play here although i dont think your board supports it, worth a check)
j0hn00, if you have an ECS K7S5A then how on God's Earth can you run an athlon 3400+? I thought the most it could take is a 2400+!?!?!?
It can handle any AthlonXP pretty much and AthlonXPs go to 3400+
OK, first off, CPU frequency is already set at 133MHz. Even if it wasn't, I wouldn't be able to select the CPU frequency option anyway. Upon entering CPU setup I am unable to select anything because all the options are greyed-out. I press the arrows keys up, down, left and right but nothing happens.
Ok good, now you need to make sure the multiplier is set to 15 and you'll be set. If you can get access to controls there are two things to do: (1) check that any options set to 'automatic' are set to 'manual' and (2) check to see if jumpers need to be fiddled with

I went into CPU setup an wrote down the exact CPU frequency.
Not to call you a liar (since im trying to help you here, rather than accuse or anything), no processor made in the last 10 years has a core speed of "1.648" but your processor does have a core voltage of 1.60-1.65v for which 1.648 falls in hence my comment.

I thought that the jumper only needed to be taken off momentarily? I wasn't aware that it needed to be placed over the two left pins.
Again look at the manual, you should be popping the jumper and the battery then resetting the jumper and battery
are you logged onto two xp accounts at the same time? If you are then you clock speed is cut in half.
1. This is a pre-OS issue
2. No it wont cut your speed in half
