Really has nothing to do with being 64bit. 7 and 8 64bit will run in 32bit just fine.

Okay, maybe it was just my case then because it ran in 32 Bit W7 but not in 64 Bit, it was some 12 year old program.

Yes, but still, not that old. Really anything in the current generation of consoles isn't truly old.
