My rig loses FPS when inserting a new videocard.

I just got a new radeon x1900. I replaced it with my x1600XT. I lose about 30-60fps in games. (F.E.A.R, Halo, CS:S) and get major lag spikes. Can this be a heat issue?

Assuming you still have that x1600, I'd retry that first. If it once again does better, then reload the other card with the latest drivers and DirectX.
 
What wattage is the PSU that you have? It could be that the GPU isn't getting the needed power... If it was heat, the game would more than likely crash at some point (or the whole computer...), and if it hasn't done that, I wouldn't think that's the culprit.
