My sister's laptop won't come off the safe mode screen

Every time you turn it on it goes to the safe mode screen (the screen that comes up when you push F8 during bootup). With any of the options that you choose, such as safe mode or last known good configuration, it starts to load and then it goes back to the screen. Is anyone familiar with this problem? What could it be and how do I fix it?

She runs on XP and its a Compact Presario V3000. Please help, I am desperate to get this fixed. If I have to dump the hard drive, then so be it. But I don't know how to do that either.
 
hi, you have got a hard drive plugged in, if you didn't you wouldn't get that far.

Do you have an xp disk, if so run that and do the fix windows install thing if not do you have a copy of Hiren's Boot CD?

I have neither of those things. Where can I get one and how much approximately will it cost me?

If a previous startup attempt was interrupted due to a power failure or because the Power or Reset button was pressed, or if you aren't sure what caused the problem, choose Start Windows

Safe Mode with Networking
Safe Mode with Command Prompt

Last Known Good Configuration (your most recent settings that worked) Start Windows Normally

Use the up and down arrow keys to move the highlight to your choice.

Seconds until Windows starts: 30

Then it counts down, then it tries to load, then a blue screen flashes and it comes back to this same screen. No matter which of the options I choose, the same thing happens over and over again. I cannot access safe mode. I chose the F10 option when it tries to load and access the PhoenixBIOS setup, but I can't figure out anything to do from there. The system time and date is completely wrong, so I'm thinking there might be something wrong with CMOS?

The files on the computer don't matter. We can afford to get rid of them. I just want this computer up and running again. I know it's a software problem, so if I got an XP setup disc, how would I go about installing it? I need serious help here people!
