Need a power supply that will last

I have been thru 3 Rosewill RV-350-2 power supply's in 5 years. Just have a basic computer. 3.0 gig dual core with a lot of fans to try to keep it cool. First of all should I get rid of some of the fans. Cooler masters. The back is 2 fans, the side is 2, the front is 1 + the processor fan that came with the processor. Then I have a 3.5, a dvd, a multi reader and a 250 gig hard drive and 4 ram chips that maxes out the system. Am I using a big enough power supply. Should I get rid of some of the fans? What power supply should I consider getting that is about the same price. $30.00
 
What ever came built in to the motherboard. It is a ECS 6100+. Video card built in.

anything 200 watts or better should be more than enough. in that price range you cant get much, but with the parts you're running you don't need much. its pretty much up to you.

if you don't mind mail-in-rebates these are the best bang for your buck

Most of the models I have been seeing now is a top fan instead of the rear fan. What is the advantage or disadvantage of top over rear?
 
The 'top fan' you refer to usually is the intake fan and is best positioned in a case with a bottom intake (ie fan down). Just allows better cooling and a bigger fan which is quieter.
 
The PSU you were buying were large enough wattage wise, but garbage quality wise.

The EVGA linked would be a good bet, or the Corsair CX430 which goes on sale for around that price too.
