These guys can help you pick the parts but is there a reason you want Win7 over Win8? Win8 will be easier for you to get and runs MUCH better than Win7. If you are trying to avoid the changes don't bother...you get used to it very quickly.

Get 1 TB. Go for a i3 2300 and MSI Z77A-G43. Then get a Acer 23 inch 1080P for $130.
Besides windows, 7 or 8 will be fine. Both are good Os. I prefer 7 myself. What are you planing to do with the computer, gaming? Just saying for 800 including a monitor/ keyboard, mouse and OS. Could probably do a better AMD build.
The budget needs to include a display monitor as well, and I am not sure if a full 1TB will be needed. Any way you could fit that in?

Get a cheap MSI board like this: http://www.newegg.com/Product/Product.aspx?Item=N82E16813130683 Get a cheap Micro ATX tower from NZXT, Rosewill, Cooler Master, Antec, or Bitfenix. If you are still over budget, get a i3 2100.
