Need Help ASAP Please

I am building a computer for my dad and have everything hooked up, but there is no screen being displayed and the dvd drive will not open. I could really use some help to figure out what is wrong with the computer. Here is the specs, Thanks

Is there any way to test that, it has 450W

450w should be plenty. I'm sure you've done this but make sure everything is plugged in correctly.

I have checked that, I just went and tested the drive on my computer and it worked fine.

I went to this website and put in the specs of the computer and it showed it needs 449W so I think the power supply might be the cause. All of the fans turn on and the HD starts spinning, but the dvd drive won't open and the display won't show, is there any other suggestions.
