You might be confusing 'clock speed' with 'overall speed'. Frequency itself isn't the end-all comparison between CPUs, there are Pentium 4's that were released at like 3.8 GHz but that doesn't make them faster by default.

Clock speed is one of many areas you need to look at, and it's relative only to other processors of that generation. For example, Intel Skylake is out now, so if you are comparing i7 models you do base that mostly on speed. However you can't compare an AMD 4GHz CPU to an Intel 4GHz CPU, or even different CPUs of different generations or models. As another example, a higher clocked i3 will not perform nearly as good as a lower clocked i7.
What you should look at if going Intel, is that you are getting either an i5 or i7, then determine if you want a quad or 6-core CPU, and then look at the clock speed.

If it's correct I'd definitely avoid the Geforce 730.

If you can squeeze $73 more the GTX 960 would be a great choice.

Here's a build I threw together. C4C's is great but I tried to save you a couple of bucks as I'm sure you'll still need other things such as monitor(s) and an OS (other peripherals such as case fans and optical drive(s) won't add much of an extra cost). http://pcpartpicker.com/p/GLXrjX
