need help, cpu is always near 90c degrees

i have a duo core and they r both always near 90 degrees even under light load. i have speedfan to control it but dont know how to useit and have clock gen.both are useless, i need some good software to speed the fan up and let me slow/speed up the cpu if need be,

what you need is a better heatsink fan and probably a good clean up on the inside of your system, removing as much dust as possible and tidying up cables to allow air to move more freely within the case
 
holy crap 90c? i'm surprised you haven't melted all the solder off the IHS. although that might be the reason it's running that hot to begin with. post pix of your setup as well as your system specs. that's wayyyy too high. that's around tcasemax.
