what I want to do is install 2 video cards one for Monitor and the other to connect to a TV to watch movies at the same time

you dont really need 2 video cards to run dual monitor setup.
all you need is 1 video card with 2 output plugs.

here's some selections that you can choose from:
http://www.eio.com/c-286-video-cards.aspx

and again, theres no need to get 2 cards to do dual monitor setup. just one is fine.
now, if you want to run 3 or 4 displays at once, thats when you need 2 video cards.

if one card can be used would there be any lag on using on tv and monitor at the same time

depends on the card you have and depends on the resolution you run the tv on...
obviously, the larger the resolution, the more resource it takes up, which will probably lead to laggage...
but a lot of the more recent cards are powerful enough to run displays at high res (HD) so if you purchase anything more current, it should be more than enough for you to hook up a tv onto your pc and it should run smooth like no other.

^ this

also budget is a factor along with your psu, a cheap psu is risky with a newer gpu, and the ones that will do what you want are a little closer to the 100-125 point
