I need a computer that can surf the internet and load windows xp in a reasonable amount of time.

No MOBO, video card, OS or optical drives needed... that said the budget is 130$ heh heh

Would prefer at least 1gb ram

LGA 775 (preferably a CPU that is dual-core, semi future proof right?)

thanks in advance for any builds

I know you have more in your budget but if the comp is surfing the net, you don't need any more than that. I have my moms comp with 1GB of RAM and that CPU and hers loads any program faster than my comp (mainly because there are only 26 processes running at any given time). The cpu also overclocks well with no overvolting. You can use whatever is left in your budget for a hard drive if you need it.

shouldn't I go with 2x512 for dual channel?

sure it is slightly faster but it really doesnt matter with your intentions for this comp, also a 1GB stick leaves more room for improvement.
