Need Help with ActiveX Controls

I am having some problems with my laptop running slugglishly and I am going through the steps under the "Basic Malware Removal" sticky. However, I cannot run the online scans. It asks to install the ActiveX control, and I say ok, but then it dosen't work. I also have the same problem when ActiveX is required for other sites. This is the error that I get:

Not allowing the application's ActiveX control to be downloaded.

Problems with the Internet connection.

The error could be due to a download error or an installation error due to lack of hard disk space, privileges etc.,...
