Hi,
Setup is as follows.

Asus Sabertooth X58 Mobo
i7 950 with ECO Liquid cooler heat sink.
Patriot Sector 7 1800 (PV736G1800ELK)

I booted it on the old hard-drive I used before
(win 7. used to have P5Q Pro MOBO and Q6600 with OCZ Reaper Ram)

I changed boot priorities, then went to my desktop. (resolution was funny) I inserted the Asus Sabertooth CD and clicked install all drivers. It installed and told me I needed to reboot. BUT when the computer rebooted it never did anything besides turn on the fans. Sabertooth mobo has warning lights that come on and the CPU error LED and DRAM error LED came on after the reboot. What is this telling you guys because I am really not sure.

Windows doesn't like to play w/ diff motherboards. If you have a retail key you can save your data and fresh install.

So what is the best way to do that, I never had to reinstall windows before. If I back up my files, format the HDD, will my WIN 7 CD install on this hard drive again or do I have to do something special to reinstall windows.

Well I just reinstalled windows, and the same thing. Press power, the RAM and CPU red led come on instantly and nothing comes up on the monitor.

Maybe take the dimms out and blow out the channels and make sure they are seated?
Check all the elec. connections?

I agree with Benny Boy,

Remove the memory and have them reseated. Did you know if you change the motherboard, Windows thinks you have a brand new computer. You could try transfering your data to an external HD if required and then try re-installing. OR, back in the day, all you could simply uninstall the chipset in safe mode and reboot. The Windows system would detect the new motherboard. If this occurs then you are fine... if not, and it boots right into windows, all you would then need to do is install the correct chipset drivers. Just note, that you may have to contact Microsoft for a new key as Microsoft only allows it to be re-installed twice since Windows 7. Others might have different experiences but this is what we have seen.

However, did you try changing the boot priorities back to the default settings with the original mobo?

What error beeps are you hearing?

How many times are the lights flashing and in what sequence?

Tried re-seating the RAM. When I turn it on it still does nothing. The DRAM and CPU red LED light up and stay lit up. There are no beeps. I can not get into BIOS to change anything!
