Need help with noisy CPU fan

Can anyone please give me an idea why my CPU fan is making loud noise? It's been constant for couple weeks now. I've tried cleaning all the dust inside the case and the fan but it made no difference. Is this problem due to the fan malfunctioning? Also I don't feel any cool breeze coming from the fan and the power supply feels extremely warm. Is it normal for warm air to come from the power supply? Thank you!
 
Sounds like it could be a program using up the resources. Ctrl+Alt+Del to bring up the task manager. Click on the services tab and see what process or program is using the most CPU.
 
You might want to check how fast its spinning, it might be because its getting hot, is your room hot? If its getting hot it will spin much faster. At full load in heat my amd stock fan spins at 5500rpms its very loud.
 
You could try dis-assembling the fans, finding the bearings and putting some vegetable oil on them. If that works then you know you need a new HSF, but if it's quiet it should work for a fair while longer.
