My question is simple and I am looking for some help. I get 35 FPS on Level 5 graphics of World of Warcraft... I feel like something is not right

If I had to say, it's your CPU. WoW is (was at least) very CPU intensive, and afaik with Legion came a new graphics engine that takes an additional toll.
For reference, I get about 25-35 FPS if I play 2560x1440 Level 10 with 200% scaling (effectively 5120x2880) on the rig in my signature. Pretty comparable GPU, but my CPU is much faster.
Try and play while looking at Task Manager and see how much of your CPU is being used. I doub't WoW scales across all cores now, so make sure too look at individual cores (right click graph and change it)
See if some cores are running at 100% (or even all)
Also I'm never a fan of premade settings like that, because you might have anti-aliasing on etc, which you most likely don't need and it's a huge performance hit.
