need ms phone registration number

newly rebuilt computer, works fine and can receive email but can't send it. I've double checked all the settings but can't find the problem.Older computer works fine with the same settings. loaded win XP and it verified using MS connection but the CD with IE 7 can't connect for verification. I need the phone number to get it verified. I connect with my ISP fine and even receive fine but it just won't send.
 
Once you are online you should be able to use the automatic activation process at this time even with XP. The general instructtions for XP for either automatic or calling in are seen in on the MS page at http://support.microsoft.com/kb/307890

Once you select the activate by phone option the toll free number will be displayed on the popup screen there. When going to the update site for the first time the Installer 3.1 will be the first thing needed once Windows is activated to then proceed for the bulk of update with IE 7 as part of that.

smtp is the first thing I checked, that's exactly like the older computer that works fine.It's a mystery. I even tried another modem but the same.Tried another phone line, still no luck.
 
I would dump the cd with IE 7 and try downloading that direct from Microsoft after seeing Windows activated with the default IE 6 run long enough for the verification and update process. IE 7 is now a regular update that will go on to replace IE 6 included with XP. It sounds like a 3rd party installer is the problem being seen there.

In your Internet options in the Control Panel look under connections and see what it has as default. Just download IE 7 and try to install it instead of using the cd. And validate windows before you try to install IE 7.
