Need some clarification on rewritable DVD media

Hey folks,
I am a tad new to the concept of DVD RW media, so I'd like to ask some questions. I have a sony VAIO desktop (Windows XP SP2) with a DVD+-RW drive, and I'm looking to buy some media (http://www.newegg.com/Product/Product.aspx?Item=N82E16817132036) for it so I can burn and delete movies onto the same disk. I'm using DVD Santa (http://www.dvdsanta.com/) to burn all my movies onto disks. Now, once I burn files onto the disks, do I need a special program to erase them from the disk, or can I just do it right through Windows (My Computer -> DVD+- Drive -> Delete Files)? Also, I've always wandered, what does the (+-) symbol mean in DVD+-RW etc? Would anyone also be able to suggest a marker or pencil of some sort that I can write on these disks and then easily erase so I can label the next piece of media that I burn onto them?

Why even get DVD RW's when media +/- is so cheap now a days.
Windows by it self can't burn DVD's so your going to need something like NERO. Also you need to make sure that your Drive can burn the media you use. Post the model of your desktop.
