Need some help regarding upgrades (gaming)

Greetings. Recently i've been noticing some of my games slowing down (most noticeably in Just Cause 2). I figured it would be a good time to upgrade my video card but i'm not sure if my computer would be able to handle it. Please excuse any overdoing with the video card as i'm somewhat of a novice to computers

OS:Windows 7 Home Premium 62-Bit
Processor:AMD Phenom 9650 Quad-Core Processor 2.3GHz
Memory:8192MB RAM
Video Card:Geforce GT 230(I've read a few places that its a re-modded 9600 GT)
Motherboard:Not sure about this, i tried EVEREST Home Edition but it says its unkown

The video card i've been thinking of buying

Geforce GTX 470

If you can please recommend any other video card that is just as good or better. My budget is around 400 - 500$

Also, please tell me if there anything else i should upgrade.

I agree with fastdude101, If your looking for a videocard that will last, I'd get an msi 5850 twin frozr, seeing as it comes with solid caps, solid choke and a good cooler. It also has a very high overclocking potential cause it comes with an after burner which lets you adjust the voltage.

I assume that this video card is good since you both recommend it. I'm not sure about overclocking though, last time i tried that my computer crashed or something along those lines and i had to reinstall my OS. (This was on a completely different and worse computer though)
 
I didn't think they made DDR2 @400Mhz... But oh well, you've got 8GB of the stuff, you should be OK, I assume you meant "64-bit", not 62 ;)

Definitely says 400Mhz on all of the RAM's.

Yup, 64-bit. Is there anything else you think that is holding me back that could use an upgrade?
 
I'd still go for the msi 5850, just not necessarily the twin frozr model seeing that you wont be overcloking. The msi 5850 would have higher reliablilty cause of its solid caps and choke.
