Need some help with my video card.

OK i need some help with my computer. I have an HP a640n and i just upgraded the video card and the powersupply. i got a Radeon x1600 pro 512mb card and a 500w power supply. I installed them both, ran the cd and did everything it told me to. I tried out some games and they seem a little better but nothing spectacular or not that much better than it was before. I had a geforce 5200 128mb. i was expecting a big difference. ive messed with the settings in the cards control panel and it still isnt that much better. Im getting about 30fps in counter strike source and i was expecting alot more than that. i used to get around 25 with the old pos card. 2 other problems also. Right at startup my Hp screen, which used to be blue with a white HP logo, is now dark screen with a blurry black logo. Second problem is right before the login screen. The screen turns to static for about 2 seconds right before.

Processor: Athlon 64 2.2ghz 3400+
Ram: 1gig
card: ATI radeon x1600pro 512mb AGP

Any ideas guys? i dont know much about computers and im out of ideas
 
Those initial problems as you boot your computer sound more like monitor problems, but due to your other issues, I'm leaning towards a possible bad video card...

Do you have the power connection plugged into it(if it requires one...) If so, have you tried benchmarking the card with say 3DMark05? Maybe see what it really gets though there.
 
I know its not my moniter because it was working perfect, and everything else works fine. i have the 4-pin connector plugged into it too. What does benchmarking mean? Im guessing to evaluate the card or somthing? Ill google 3Dmark05 and see.
