Need some help..

Hi people im new to these forums, because my other forums were being ignorant and not helping me with my problem.. i hope u guys will..

So i start up my comp, it detects the drives, it asks me which version of windows i want to start up like always, i pick xp pro...so wut happens after that? my screen goes black after that the windows loadup dosent show up and then reboots...tried it 100 times, keeps rebooting...i run the windows reinstall cd..after it loads setup files...guess what it does..it reboots.

This system is
custom
p4 2.0ghz northwood
apex case w/250wcpu
2gb ram pc3200 ddr400 pqi
maxtor 60gb diamondmax(2 year old same goes 4 cpu) hdd
cheap graphics card
ECS abit 848p-a mobo

Whats the problem guys? im leading towards the hard drive considering it reboots at that exact point. I tried re-installing windows, it rebooted..then again it could b the cheapo psu that came with the case...or it could be the mobo...which i doubt...anyway i need to fix this TODAY and like SOON so if you guys could help me it would be greatly appreciated! thank you :)

1. do a memory test a la Memtest86
2. Are the voltages reported as being stable in BIOS?

Thats not "standard" ... are you dual booting?
 
ah well its not standard cuz i got 2 versions of windows on different paritions(backup) but the memory is fine, picks it up, picks up the hdd but the stability thing i didnt look at. All i know as it detects the hdd and then RIGHT after its supposed to load up windows from the hard disk..it reboots...which is the problem. i cant get this old hdd out of this hp to test it..its locked in too much...so im askin 4 advice..If it was the psu it wouldnt necceserily go out at the EXACT same time EVERY time would it? since it gives me the boot from cd option and then runs the cd..until it loads the setup files..then reboots.

1. Have you run a Memtest yet?
2. Unlikely a PSU will cause an identical fail poit each time (rather, it gets sooner and sooner as the PSU heats up)
