yes, core 2 duo is the best one out there right now. just buy a diff processor, or you can stay with the prescott and overclock it :)
 
I would get something bigger than a 300 P/S and I would not buy a ECS motherboard. Plus if your trying to keep the processor under 100 bucks I would go for a lower end AM2 dual core than a P4
