Neither Win7 nor Vista can boot

Last night my computer was shutting off and it just stayed at the shutting down screen for a few minutes so I did a hard shutdown thinking nothing of it.

Well not I can't load win7 nor vista. Normall it goes to a screen showing both operating systems for me to choose from. Well unless I have the windows 7 disc in my DVD drive it won't even go to that screen it will just sit at a black screen and my monitor shows it has signal. Then with the windows 7 disc in I can choose an OS but it just goes to a black screen with my monitor again showing it does have signal still.
 
Well now for reason reason I can finally get to the starting windows screen and I let it sit for over an hour at it but it still won't load up.

Any ideas? I tried running repair, safe mode, and to reinstall but they all just sit and do nothing.
