what's that harm in suggesting to him to build it himself? you save a ton of money, it's very simple, and it's a good learning experience.

if he says no, that is when i will recommend to him some prebuilts.

even though it isnt what he asked, i still say build one yourself.
im no expert but i know that its cheaper to buy a computer in parts compared to buying a prebuilt computer, especially if you dont mind using some second hand components.

I should have mentioned in my entry level assembled PC is "under $1k". What is the typical warranty for items such as a motherboard, power supply, etc?
