Network Filter

I am trying to set up a filter on a server running windows 2003 that will block websites across a network and or monitor what sites are accessed. How can this be done? Thanks in advance.

does your firewall not allow you to this?
i got this http://www.kerio.co.uk/kwf_home.html yesterday does what you want not sure how effective it is though

I have setup www.opendns.com and its GREAT!!! my 2 fav things are SynchronEyes 7.0 and OpenDNS.
