Never Seen This Before...

Hello, I've had this problem for the past few months now, and it is making me very irritable whenever it reoccurs. Every now and then (no application to my mind triggers it), my computer will completely freeze and will instantly present a yellow background with white vertical lines streaming down the screen. I wish I could take a screen shot, but I am unable to due to the fact that my computer completely locks up (I know this because I have a Logitech G15 keyboard and the time on the lcd stops).

Do you guys think this is a driver issue or something? I have tried replacing my video card driver regularly, although it obviously doesn't seem to help.

Any comments or suggestions would be greatly appreciated! Thanks
 
Best way is to replace it. They are inexpensive. A multimeter does not tell you enough of what is happening with the PS.
