New 6600 Gt freezing up system

My friend just got a brand new MSI GeForce 6600 GT AGP and it is making his computer lock up when he tries to run any game. His system is a dual Opteron 1.6 Ghz CPU's with a Gig of RAM, and a basic tyan dual CPU Mobo, the system was running fine with a GeForce 5200 Ultra, and once he replaced it with the new video card it wants to lock up in games  .....he also tried a fresh install and took out the PCI card that he was running his third monitor on, so there is no more suspision of a conflict between the two....he also tried updating the drivers for both the card and the games that he is trying to run....he installed UT 2k4 and it wouldnt even run, just black and sound freezes, as i understand it (ctrl, alt, delete, num lock, doesnt work)

we both understand what were doing so we've tried all of the "obvious" solutions

i dont think over heating is the problem because he has two power supply fans, two video card fans, two cpu fans (one a piece lol), and 4 case fans......im so stumped on this...

by the way my friend told me that he put a software temerature monitor on his computer for the video card, and it wasnt overheating when he was trying to play the games

well if that was the source wouldnt the temperature sensor he installed detect a rise in temperature?
That depends on where the sensor is mounted. If its on the processor then its accurate. If its on the heatsink then you'd be reading lower temps if it were improperly seated.

theres no way to find out because its a software upgrade.....i think its safe to rule out overheating, his computer is like a freaking fridge

Not necessarily. If the heatsink isn't in contact (which I guess is common for the 6600 from what Praetor said) the only way for heat to escape is through convection directly from the chip, so even if its in a freezer it can still overheat.

well the card is colder than room tempurature....
1) how? vapor compression?
2) the card may be, but the chip is whats important

I'm not saying this is definitely the problem, its just a possibility

well all im saying is i think that we dont think its temp.......is there anything else you guys could think of? i can get the exacts on the mobo if you need me too

I assume that all the BIOS settings are correct? Meaning the vram allocation is correct, etc., CMOS battery fine? The computer case and surrounding environment are clean? (No dust?).
